Please be advised that New York taxi drivers do not have to drive you to New Jersey, so it's important to ask this in advance. From Newark Liberty International Airport(EWR), taxi fare is $35 plus toll charges and plus tip, and it takes about 35 minutes in heavy traffic to reach the cruise port. One lovely and less expensive option is to rent a limousine, and some of these fares are as low as $35. For all taxi and limousine services, it's best to secure these in advance. You are not likely to get a taxi to take you to New Jersey unless you've scheduled beforehand! Yes, the cruise lines offer bus transfers, but, for two people, a cab is a cheaper, more efficient option (and you don't have to wait for a bus to be filled-up before leaving the airport for the cruise port).
